Suggestion Increase base amount of lottery

Presently, if only 1 person enters the lottery, they lose 10% of their ticket price (1 ticket = 25 coin, if only one person enters, that person will get back 22.50c).

My suggestion is that the base amount to win is 100c, and that the 90% payout remains. This will encourage people to purchase tickets (which often snowballs once it starts happening) and won't leave a solo lottery entry losing coins on their entry.

Well, this is supposed to be a money sink. I think if we add 100c it'll take at least 10 tickets to get back from that... but that shouldn't be an issue.
