Bug Important threads are missing from Recent Threads

Bugs:

1. Posts in the Townships subforum in the Heroes Balance Area are not showing up in the Recent Threads box.

2. Changes to threads in some staff subforums are not visible to the relevant staff in the Recent Threads box.

Explanation:

Posts in the Townships subforum of the Heroes Balance Area forum aren't showing up in Recent Threads. This is really unhelpful because we really need community awareness and discussion about the new Townships code right now!

ALSO some staff threads are visible in the Recent Threads box to relevant staff and others aren't. For example, I can see threads in the Guides/Proctors area displayed in Recent Threads. However recent posts in the Rules Council subforum don't show up in Recent Threads. I and other staff on the Rules Council weren't even aware that discussion was proceeding, due to these threads not showing up plus team tagging being unreliable (and not working at all if it's not used, lol).

Further on the Townships/Balance subforum: My understanding is that the Balance forum is intended to be viewable by all community members now. If by some chance this doesn't apply to the Townships subforum (and I don't understand why this would be so) it is still the case that these threads aren't showing up for me as a Balance Team member.

What's needed:

1. Make sure threads in the Townships/Heroes Balance Area subforum are visible in the Recent Threads box the same as posts in the parent Heroes Balance Area forum are visible.

2. Review all staff subforums to make sure they are set to display in the Recent Threads box for staff with the appropriate tags.

I've added more forums to the list, though forums may be showing staff threads to non-staff... will need to test that.
