Suggestion Implement the transfer of town ownership

As of now there are no ways to transfer ownership of a town to somebody else. Let's say I owned a town and wanted to give my second in command ownership for whatever reason. I should be able to do so without a problem. Some good examples of situations where this could be needed:
1. Mayor has gone inactive(and wants someone else to be mayor)
2. Mayor doesn't like the responsibility
3. Mayor wants to leave the town without destroying it
4. Mayor is quitting server
-(Remember these are quickly thought of reasons and some may not be included)-
I see no reason why this shouldn't be implemented, towns have already suffered enough from not being able to do this, also many towns have even been ditched simply because of the inability to do this.
Remember this is just an idea, and comments/other suggestions are welcome!

I believe you can aldready transfer town ownership with a PE/asking an Admin, but dont know much about that. If you are suggesting a command for that, then it could make Mayor titles kinda hard to do, as you could just switch the Mayor all the time for no reason, without any Admin really knowing about the Mayor switch.

Sleaker | gabizou - wanna create the ability to transfer mayor status? at the very least make it an admin cmd - tired of having to restart the server to do this...
