Bug Illegal killings in PVE

there have been reports of people killing others in pve when war wasn't on, and i experienced this myself today when i was grinding in a dungeon and was killed by snnowball while i was on low health. it wasn't war, so i asked him how and he replied with "secret". is there a way to fix this bug?

Was it via a bounty?

It's possible to kill others while war is not going in pve, though using such methods (unless there was a bounty on the target) is against the rules.
