Im lvl 21 caster and if i do /hero choose warrior and pay 250 and later 500 to get back to my lvl 21 caster. and want to get back to my warrior again does it cost 250 each time and 500 each time to change back? or only the first time

It costs 250c to change to a new path/spec, but 500c whenever you want to change to a previously had path/spec.
