if you are banned forever, technically, i think anyone can ask to un-lwc any of your chest, but for your inventory, i don't know, probably gone forever too

If you got temp banned, that's one thing and you may be coming back.. If you got perma-banned it was for a good reason... In either case if you are banned your stuff is forfeit it is now the property of the server owner and they will decide what becomes of it.

I don't know if I got a perma or temp but I think I got a perma. I guess I will just make one and maybe Kainzo or someone will follow it.
