Bug Icy Aura

I'm not sure if it's a bug or intended but I just tested icy aura and it does the correct amount of damage and slows the first tick. But after the first initial tick it doesn't slow for the second and third tick. Like I said, not sure if this is a bug or intentional.

Does it do any damage after the first tick?

It does damage, but it doesn't slow for the remaining ticks.

Correct me if I am wrong, but the first tick is the initial 11 damage and the slow, then the following ticks are just 4 damage, not slows.

Don't think so, each times it does 4 damage.

Just tested it again, it still only slows on the first tick.
