Bug IceArrow

After hitting a player or mob with ice arrow, there is an immediate message that says "X is no longer slowed". Thats the only message. There is no discernible movement slow at all. Unless the slow lasts very little time, this is bugged.

IceArrow has been glitchy for awhile. Since this is of personal interest to fix for the ranger class, I will look into it in test.
