Bug Ice Arrow

Has been bugged for some time now. Slow down looks as if it were applied but doesn't actually achieve a slowed rate of movement on the target.

Also, rangers need diamond axes for mob arena when going rogue class. (and more arrows+bows would help for those who solo)

We've tested this issue several times and it is not broken. On test and on live it functions normally.
