Bug Ice arrow not working properly

I have recently gained the skill Ice Arrow. I tested the skill on a friend multiple times and we both noticed no difference in his attack speed or movement speed. I believe it to be bugged and a fix for this skill would be very much appreciated

I've tested Ice Arrow and found that it slowed the victim and restricted his ability to jump.

hm... maybe it was fixed recently? It did not work for me at all. As soon as minecraft is back up im going to test it again to be sure
