Bug I can't remove someone from the town's regions

I can't remove Bludlust_Savage from LostParadise's regions. So he keeps greifing and region abusing the town.

I'm doing the ./town region remove manager LostParadiise Bludlust_Savage (I also tried the guest).There is no error I get afterward he just still has permission to regions.
