Bug Hospital Heals too slowly

Town hospitals heal once every ~14 seconds. Is this intended? Both the Wiki and In-Game state that it's 10hp every 2 seconds.

Upgraded hospital heals more, not faster
(It heals 20hp instead)

Its because the times Buildings are checked was scaled down most likely, if this is the case just scale the Healing up to counteract it

Not quite.

Perhaps its best to heal based on % not set amount? not sure if this is happening.

Identified the root cause of this issue. Will be time consuming to fix, and won't get fixed for a day or two.

Still broken.

My hospital1 heals 20hp every 14ish seconds
