General:
New Title: [Veteran] granted to users who have been whitelisted for a year or more.
All users can now use splash and normal potions.
Alchemist has a lesser cool-down for most potions.
PlagueBomb granted to Beguilers, level 51
Fixed issues where slow/root effects won't being dispelled properly
Flameshield duration adjusted
Updated Anti-Cheat/Xray plugins. Now 150% faster and effective! (tweaked!)
Adjusted ChestShops to allow creation for common items via Merchants
Creepers have gained a few levels and have obtained 10 more hp!

@Kainzo any idea when NPCs/Quests/Dungeons will be coming out? I know there was much talk about them in the late days of the last map, but they were never implemented. Having them in this new map would be spectacularly awesome! :D
