Bug Hero level toggle not working

You used to be able to do /hero level toggle to switch between profession and combat, you might think this is a pointless add on BUT your wrong. Enchanter enchants to use lv 30 enchants you have to lv 30 in the exp bar Minecraft logic. I am a lv 10 darkmaster and cannot enchant shit since i do not have level 30 in the bar, hero level toggle would fix this with little to no coding to try and fix the enchanting lvs. @Kainzo
