Suggestion Getting rid of shops

Its really annoying how at the road gates there are so many shops. Around 90 % of these shops are out of stock. Some of them you can't even buy from them because the person didn't set them up right. I think to stop this there should be a new rule that if the shop goes out of stock for over a month then it should be removed.
