Suggestion [Forums] Allow Thread Creation in Leave/Absence Section

I don't see a point of there being a section of the forums if you have to create threads in Off Topic, General, etc just to have them moved there. Everyone should have access to it, and I don't really understand why that isn't already the case. If people abuse it, the threads can just be locked or deleted.
