Can anyone confirm if Flame can still be wielded by Skeletons? And if it works.

Mobs summoned with command blocks can. I don't think they naturally spawn though.

So dungeon mobs *might*
but currently no natural mob can?

Unless regular minecraft changed it so they can't/server made it so they can't, pretty sure they still can

From 1.7.10 and below that is correct. But with 1.8 mob scaling i am not 100% sure, i have heard rumors that mobs can eventually spawn with diamond armor, and if that is the case then it can be assumed that they can spawn with the flame enchantment. Again im not completely sure, its just what i have heard.
