Engineer Repeater Level Problem

I am currently a level 21 Engineer, and when I try and place a repeater it says that you must be a level 20 Engineer before I can use that.

...

Irrefutable proof, notice the messages in chat.
(Make sure to look at the second picture as well, sometimes its not obvious there's another picture)
