Usually In order to filter what level enchants you want, you would have a better chance of getting higher level enchants by placing more bookshelves around an enchanting table and less bookshelve for a better chance at a lower level enchant. It seems that in checking for Enchanter's proffession level, you can no longer filter the enchant levels this way.
