Bug Eggs not making chickens

I gave about 12 stacks of eggs a try on this, and not a single chick was born. Vanilla Minecraft provides a 1 in 8 chance of producing a chicken and a 1/32 chance of producing additional chickens.

Curious if this is a new bug, as they were working a couple days ago.

mob spawning is disabled in towns, that's what's causing this
