Druids 'Pray'. Cannot cast on other players?

I try to type in /skill pray (players name) and it doesn't work. Though i did bind it to seeds and when i right click i heal myself but when i left click it doesn't work. help??

btw it only heals 2hearts when it says in wiki to heal 3...
