Bug Dreadknight's "Terror" Doesn't last as long as it should

From the wiki/ingame:
You terrify your target (within 9 blocks) for (3 + 0.075 per charisma point) seconds, distorting their vision and impairing their movement. Takes 1 second to warm up.

I was testing it with @natenate682 and discovered it only last about 2 seconds. Either the tool tips are incorrect or it's not lasting it's intended time.
