Dreadknights - Harm Touch.

As a Dreadknight I have noticed we recieve the skill harm touch. This skill is very nice, but I have one small problem. I think the 15 minute Cooldown is a too long. If it were maybe 5mins instead it would still be a skill u cant spam in combat. but would also be used more then 4 times an hour.
