Donor's and Chat Channels?

I heard that if your a donor you can create your own chat channel I was just wondering if this was true and what tier donor you had to be in order to be able to make the chat channel.

T3+ donors get ONE chat channel. Staff was a bit lenient on this last map I think. Guilds do not get one; donors can use their personal chat channel for guilds.
