This is a question to everyone, you don't have to be in a leadership position or even a mayor in HC.
Do you believe anyone else qualify as leader, he/she that is able achieve a goal using teamwork?
How I define a leader in HC is someone who is able to motive a team to work for a common good, while still maintain a friendly position with their citizens.
It would also be nice to throw in a few tips for people to use.

Here is a few tips from me personally but you may be different about them.
Tip#1 Make sure everyone is cooperative, everyone likes to do their own thing but there has to be time for everyone to partake a town activity, may that be raiding, mining or a game. Distribute task to people in advance if you have too, a party is a great way to pass the time and getting things done faster. In Orion, we were able to get a large part of the town to dig a 50 x 50 x 10 high room which only took about two hours with everyone's cooperation.

Tip#2 Make everyone feel comfortable. Disputes will occur and it's best to address them right away before other instances between the same people pile up. As a mayor, you may need to act as a judge. On the same subject of making people feel comfortable, when you get a new citizen it's a great idea to make a new friend. Try to make them open up, TeamSpeak is a great way if they are willing, if not them typing will have to do. (Remember, there are those that are shy or socially challenged, it's still a good idea to attempt to make friends with them) making friends in Herocraft should be everyone's goal, it makes cooperation easier and enjoyable.

Tip# 3 Know their strength, distribute work load accordingly and reasonably, DONOT push all the unfavorable work on the person who is most cooperative, that is unfair to treat them as such. Again I am semi-revising tip#1 but this is important for a successful township, if work is not distributed among people. Things will get done slowly, treating a citizen with such ideals will make them feel less of themselves and if they are new, will probably leave if they feel mistreated. You should be keen on making them stay by complying them with a task they feel comfortable and if done in a group, it will make them feel gratified.
---I will add more, later on from what I gather but I feel I am capable of being an effective leader to answer my own question when needed too.)---

Though I would add a few more ideas I believe should be the basis of all towns rules.
  1. Always be cordial respectful to your citizens, them came on to help & have a good time not to be a slave.
  2. Mind your own business, not everything revolves around you so respect their privacy, in Herocraft towns this should be on the subject of their storage chest too. It's not nice if you snoop into other peoples belongings.
  3. Have Trust, getting to know your citizens more as friends will alleviate stress in the town and false accusations of what went wrong or who becomes the town's scapegoat.
  4. Less complaining and more compliments! It's always beneficial to raise the morels of a person when they do good and feel satisfying to them. This forms important foundation to making a person feel more involve with the town and wanting to stay more longer because they feel welcomed.
  5. less sarcasm and more humor!
  6. Sleep on it, let it go. Situations may not be resolved the way you like it, let it go if the problem has been compromised or resolved by a higher up in your town. Let it go, there should be other things that you can focus on. (This rule is on the boarder because sometimes situations are resolved wrongly but the point is that don't let the problem eat away at you, it will make you feel worse. Like holding a grudge is bad)
  7. Listening is a skill. Work on it!
  8. Be fair to everyone, but be warned that the amount of fairness one gives to you will fluctuate over time. Some events will trigger animosity towards you, people treating you poorly than others and may eventually single you out. "Treat others as you would like them to treat you."
  9. IMPORTANT RULE OF THUMB: People are prone to failure, they act irrationally when dealing with their failures. Do not single another person and blame it on them it's not a good idea to scapegoat a person, act calmly and work out the situation. You should avoid losings your attitude with others and acquire gains instead.
These are a few rules that I picked up that I though were helpful to everyone.

Personally, I pull from my experience in the Army.

"The Army defines leadership as influencing people by providing purpose, direction, and motivation, while operating to accomplish the mission and improve the organization."

I will link the manual for leadership, maybe you can get some other good ideas from that. Also including some words we had to memorize, that when followed will allow good leadership.

Well I draw from the Boyscout Law as my foundation that people should treat others in a kinder manner, sorta helps with the atmosphere with getting along with strangers.

While "LDRSHIP" sorta draws in a more obedient attitude of getting things done I fully agree with INTEGRITY.
People need to be able to do things for themselves and not let everyone dictate their actions.
