It seems that many skills that have damage based on ticks are very frequently missing their final tick of damage due to lag. For example: Bleed deals 2 damage on cast, 2 damage after ~4 seconds, and then sometimes deals 2 damage in conjunction with the "target is no longer bleeding" message after another ~4 seconds. This last tick very rarely goes off when the server is populated.
I don't know how the config files are set up, but it seems that if you increased the durations of DoT spells so that the "target is no longer (what-have-you)" comes slightly after the final tick of damage, Heroes could more consistently register the final tick of damage on DoT spells before their durations end.
