Bug Craftbook: Clock MC0420 No Permissions

In the Engineer Page we should be able to use at level 60.
But if i try to create it i only get the error message: You dont have Permission to use mc1421.
Even when i typed [MC0420] on the sign.


Edit: Just noticed its the same with DownCounter MC3101
I type in [MC3101] with the other parameters but it tells me no permission

Cant really say what they do since i cant use them.

MC0420 toggles its output state every 2n ticks.
Third line: The number of two-ticks to wait before toggling state (min. 5, max. 150)

The MC3101 implements a counter that counts down from a given input. The counter counts down each time clock input toggles from low to high, it starts from a predefined value to 0. Output is high when counter reaches 0. If in 'infinite' mode, it will automatically reset the next time clock is toggled. Otherwise, it only resets when the 'reset' input toggles from low to high.
Third line: #:ONCE or ##:INF -- where ## is the counter reset value, and ONCE or INF specifies if the counter should repeat or not.
