Bug Coder Rank Permissions

The @Kainzo told me to post here.

Coder is supposed to have max rank (t9) perms.
However, the actual permission layout is a mix of t7 and t9.
Its max star suffix is t7, but it has 3 residences, but those residences are at t7 costs (15k souls for a normally 800s region... Mmk)

It's an irritating lack of sync that isn't breaking anything for the majority but makes some cases (like res, above) just ugh.

@Apherdite - cross check your config please and make sure Coder is "the same" as t9.
