Bug Coal shopchest not available

I attempted to create a chest shop for coal using the /shopchest function, however it registered a couple errors:

"There is no town in your current region."
You don't have permission to create a shop here."

I was doing this in my own shop, and had one more chest shop available to create before hitting the 25 shop hard cap.

I was curious if this is fixable; I believe that coal is also used for some sort of identification tool.

This is happening because coal has an alternate function on right click. I think you're going to need to make a shop of coal blocks instead.

Hi @Kainzo, I noticed that the number of chest shops restriction (25 currently) did not change to unlimited with last Friday's patch. I am curious if that is still going to occur.
