Seeing as how /ch tour is the only chat that unwhitelisted people can use, they use it to hold conversations that can't be held in /ch shout.
The trouble is, all the noobs log on and try to talk to each other: "meet me in the jungle" "which one?" "by the water duh" and the staff yells at (or speaks sternly with) them for using Tour as a global chat.
Unwhitelisted people are already treated strictly (and fairly), maybe we should let them talk to each other in Warshard? We wouldn't have to listen to them unless we too were in Warshard, hunting down all those delicious level 11's.
Maybe make a /ch ws? Warshard chat?
Also, make sure there is a sign (I forget if there is) clarifying the only allowed uses of /ch tour, so staff can reasonably say noobs should know better.
