Volantis was just upgraded to City and our region size did not expand.

Sorry, forgot something. It did expand, but now it is back to town regions. It says we are still a city though.

Bug should be fixed now. Previously, I thought WorldGuard would automatically save on re-adding a new region, but now, it will for sure save to file the new region size.
