chest shop creation

as a lvl 21 merchant i should be able to create a shop for coal.

however when i try to create one i get the message saying i can not create this type of shop...

bug? or is coal under something other than sellORE at lvl 16?

What shops CAN you create?

so far i've created one for stone, wood and lapis. i havent tried any others becaues aparently it costs 50c to make a shop and i cant spare that much atm lol

in my plot of ct16 i can not make a chest shop for the 2 top chests. i get told by [shop] that i dont have permission to create that shop and i get told in red from permissions im guessing that i do not have permission to do that action.

now, if i switch the chest and sign so the chest is on the upmost block, and the sign under the shop then i can only create a shop selling any item at a 1 per transaction. if i try 32 or 64 then i get the same error as noted above.
