Bug Carrot and Stone Brick Stairs

Whenever I look at stone brick stairs and attempt to eat it tells me that I don't have permission to use this mechanic. This has happened on PvE for me and it's the only time it has ever happened for me. EDIT: This not only happens with carrots but anything held or even empty handed

It apparently applies to stairs of a region in general, I noticed that in the Waterruins when I ported there to level.
Accidentally right clicked the stairs there, they are wooden stairs though (oak i guess).
Maybe it's intended though, I can't tell, but the Waterruins is a staff/server region, maybe thats why the same message popped up for me ("You have no permission to do this here").

Craftbook has had a few plugins enabled yesterday, I guess that was the cause for this.
