Bug Can't do damage to burning mobs with bows

Whenever a mob is burning from sunlight (as far as I know) some mobs cannot take damage from bows. They can be hit using any melee damage but not with a bows. I have seen some who about every 2 shots will take 20 damage but I have seen ones who always take damage and ones I have shot 8-9 arrows at and have not taken any damage.

When mobs take damage, I think they can't take damage at the same time or the second after they take damage. Since bows can't really be spammed, you're probably just getting unlucky. That, or there is a bug.
