Bug Cannot enchant items that I cannot wear?

I can't seem to enchant bows for my friends. I'm a caster, but also a lvl 14 enchanter. According to /skills enchanter I should be able to enchant - and am able to enchant my iron pick axes, but not bows. According to hc.to/wiki I should be able to put infinity and/or punch on the bows starting at level 10.
