Why buy it, when you could just go there and make a town? The rules allow you to claim any area to make a town. There is no point in selling old land. lol

Um. Because I am still using it and maintaining the claim in my own name? Lol?

If there are no interested buyers, I will most likely return the land to an undeveloped state before releasing my claim and fully moving out. Not gonna leave behind anything of use for freeloaders and vultures.
Lol? If I wanted to make a town, I could easily just plop one in your "towns" center (assuming that you have no regions in your claimed area ( as in a hamelt+)) I know that it's legal because it has been done before in zeal, as well as stated in da rules mang

  • Players may be residents in multiple townships, but they may only be an official citizen in one. You can only have one home!
  • A town may not expand beyond its protected land and claim the benefits of township over the area outside the township limits.
  • If two towns are expanding near each other, priority is based on both seniority and scope. [Capital > City > Town > Residence > Wilderness House]

I'm guessing this is the one you're referring to. It refers to expansion, not to setting up a township or whatever on top of an existing construction.

Recently an LO town was not allowed to unhouse a nearby residence by claiming a Town site nearby because the res pre-dated the Town claim. So I don't see how anyone could claim at Town right on top of any existing and claimed construction.

If you 'plopped' a town protection on another players structure, that would fall under griefing. Nowhere in the rules does it say that you can do that. As witchy said, that rule applies to towns expanding regions. You could build a town 100 blocks away from Paul's place, but you would have to upgrade the town twice before being able to even try to protect his area.

In short, if it isn't yours, you can't do shit!
