Bug Breaking Blocks in No Permission Zones

When I break a block it breaks and gives me exp even though it comes up with a no perm message.

In this instance, yes, but I'm not sure about others I've ran ito the bug a good many times mining.

Yeah this was happening for me as of 1pm today. Thought it was odd, but just kinda ignored it because I was under an ocean and thought it was a glitch that it was a non permission area.
