Bug Bounty+Havensgate?

Not exactly sure if this is intended, but I thought I'd go ahead and report it anyway.

Today I was leveling with some friends during that awesome boost when some annoying KS'ers decided to follow us everywhere. Being the kind people we are, we left the room and let them have it. But they followed. After awhile, as you can imagine, this angered us. We need all the mobs we can get, for we are way up in the 50's. So, naturally, we decided to bounty them and kill em. After we claimed the bounty we all attacked them, but looked like complete idiots because it wouldn't let us attack. "Sorry, but you can't PvP here."

So what I am reporting is bounties are un-claimable in the HavensGate realm, if that is intended sorry for the useless report.


EDIT: I realize that the dungeon we were leveling in may take effect. We were in Elven Palace.

Well I knew last map that anywhere PvE (the North, Spawn, Herogates, etc.) did not stop bounties from being claimable, maybe that changed.

That was changed. Bounties are only claimable in areas that are already PvP, you cannot place a bounty and kill someone anywhere now.

My opinion is that when a player receives a bounty higher than 500c. They should be pvp on everywhere but I'm not sure how people feel about this. Cause currently people just live in spawn when they have a bounty.
