From @CraeVitir : If you accept a bounty on someone, and they kill you, your head drops.
Not a bad idea to include more risk in accepting bounties. Heads though?

Prefer either armor drops (isn't kept when they respawn), or they must accept the bounty and pay the fee again if they are killed by their target.

I like the head idea, So those who come to kill you, just slice their head off and hang it above your fire place. All cozy and cuddly.

The problem with this.. is what stopping players from putting bounties on friends, As a sort of bait to get pvp'rs to track and hunt them down so they themselves don't have to go look for trouble. The friend even is notified who accepts the bounties so they can even track how close they are to the target. Bounty Hunters heads dropping on deaths will only encourage this technique.

That's the bounty hunters risk, going into a bounty knowing he can drop a head.
You take the risk going in, it might be a trap, it might not. Whats stopping people now from doing exactly the same? I've known people who place bounties on friends just to get some pvp. They tell their friends when someone has accepted the bounty, they wait for pvp funtimes.
But, like I said first, isn't that the risk of the game? Bounty hunting?
Now they just have something to lose.

This change would spawn a new version of headhunter, the couch potato. You sit still and wait for people to come. Kinda lame :/

Mmm perhaps, but can't you sit and wait for people to come now? Only difference is, now the bounty hunter has something to risk.
