Purge is currently not working as intended. When trying to cast on a target you get a message saying "<Player> used Purge on $3

purge isn't a targetted skill. it shouldn't have a $3 to begin with. Someone incorrectly edited the skill use text. There's no coding change needed here. the use-text should be the default text %hero% used %skill%.
