Bug Beguiler Not Trained To Use Paper In Offhand

Other casters, such as Wizard, are able to use named paper called Vivid Memories in their offhand that gives bonus health. When a Beguiler uses a Vivid Memory in their offhand the paper is removed from the offhand and a message appears saying "You are not trained to use this." Is this meant to be?
