Some suggestions to tone-down the impact of bed camping and marking/recalling into an enemy town being made legal:
Bed camping
Maybe - if you are killed within 10 blocks of your bed several times in quick succession your spawn automatically gets reset to zeal?
'several times' might be like 5 times in 2 minutes. Or maybe each player could decide how many deaths and/or within how much time before the reset kicks in (or even disable it completely for themselves).
Setting Mark within an enemy region/town
This seems like a fair counter to the fact that regions allow ppl to make areas almost impenetrable. However, being able to teleport in more or less 'at will' doesn't feel very hardcore.
Also: the defending side is at an extreme disadvantage. They have to try and figure out where your mark is but you could be sneaking/using smoke(?) when you recall in and you could be changing the mark everytime the cooldown expires. Even after they locate the spot all they can do is put lava there and/or build a 'cage' for you. There is no way to get rid of the mark as-such.
How about: if your mark is within a region (that you are not listed on) then your mark gets cleared (reset to zeal) after you recall to it.
This would allow cunning/sneaky ppl to benefit from their efforts to gain access to the region (they can recall in once and steal or kill) but doesn't grant them 'easy access' to that area. Similarly: if they have slept in a bed, in a region they aren't listed on, their spawn could be reset to Zeal after they respawn at that bed.
Another possibility: add skills (maybe ranger, beastmaster or a mage class) that allows the mark to be tracked down and to be removed. e.g. an enchanter might be able to detect the energies of a mark for a few minutes after it was recalled to, and a wizard be able to dispel/destroy the mark.
