So, I was testing to see how much damage Barrage actually did, and I saw heromod tell me when the arrow hit my friend (who was armorless) did 2 damage, which he confirmed that it did.
So, I'm going to assume this is a bug and it's not intended that Barrage do so little damage.
At the time of noticing this I was 61 Ranger/58 Merchant, and the target was a 39 bard/29 enchanter, and had no armor on.
