This Revised Banking System for Herocraft was written by dagothagahnim, and reviewed and critiqued by Kainzo, into it's current form. This is not set in stone, we may decide to alter parts later.

Rules for Town Banks::
-Coin value of gold may never be set under 5 coins per bar.

-Coin value can be set between 5-6 coins per bar.

-Only one bank per settlement.

-Banks can only be established in a Settlement by the Local Mayor, or with that Mayor’s permission.

-Mayors in any settlement appoint a local banker, or become local bankers themselves, no one may become a banker or bank teller in a settlement’s bank, or establish a bank, without the approval of the local mayor.

-A Mayor may remove any of their bankers/tellers they appointed at any time, for any reason. If the removed teller/banker still has bars that need reimbursement, they must be reimbursed prior to removal from duty.

-All banks must have clearly visible lines (que lines, for people to line up and wait their turn)

-All banks must have a single unprotected chest that is used for deposits/exchanges, players must be able to SAFELY place items to exchange with the banker/teller. This will require some careful /protects done in SECTIONS so as to avoid protecting this chest. If done properly, an entire bank, minus this chest, can be protected in about 5 sections, a small bit of extra work for secure banking.

-Banks may accept ONLY Gold, Iron, and Diamonds, this will keep competition fair for shop owners. Bankers need to be aware that they will only be able to sell GOLD to the main DH Exchange, anything else is out of their own pockets.

-Bank owners must allow a mayor-appointed teller to work the bank as well. Any GOLD taken in by this appointed teller is to be reimbursed by the bank owner at the bank’s standard price. The bank owner does not have to reward the appointed teller in any way, that is up to the mayor that appointed them. The bank owner merely buys any Gold taken in by the teller at the same price the teller exchanged them for.

-Mayors DO NOT have to appoint a teller to a bank if they do not wish to. A bank MAY NOT have more than 2 assigned tellers. A bank MAY NOT have more than one owner. Branch banks are owned by the owner of the primary bank they are associated with.



Optional Idea for Banks, Safety Deposit Boxes::
-A Bank may choose to offer small chests in a side room as Safety Deposit Boxes. These chests would be sold to players to offer safe, secure storage outside of their homes, (for example, to be used when moving plots, they could store things there while tearing down their old house and building the new one.)

-Safety Deposit Boxes would be individually protected with /protect, with only the purchaser as an owner, so they would be 100% private and safe. (This would require the cooperation of the local mayor, or that the Bank Owner is a T3 donator, unless you want to give Bank Owners a special rank that allows the use of /protect as well)

-No bank is required to offer Safety Deposit Boxes, it is voluntary, and would require the consent of the Local Mayor. Also, the mayor or bank owner would need to be capable of using the /protect command before offering Safety Deposit Boxes, meaning the Mayor needs to have the official Mayor title so they can use /protect, or the Bank Owner needs to be a Mayor with the title or a Tier 3 donator so they can use the /protect command.

-The room of Safety Deposit Boxes needs to be accessible to the public 24/7, so customers who have one can access their items at any time. This means no locked doors or hidden door runes between the bank entrance and the Safety Deposit Boxes. Craftbook [gate] gates are allowed however, simply for aesthetics, if you so desire. There must be a [gate] sign on both sides of the gate(s) so they can be opened and closed from both sides.
-Safety Deposit Boxes are required to have a sign above them, saying who the box belongs to, for the sake of book keeping as well as the convenience of the owner.



Optional:: BRANCH Banks
-Banks may establish branches in other settlements if the local Mayor approves of it.

-Bank branches must allow the local mayor to also appoint a banker from the local population that has access to the bank, for when the owner of the branch is not online.

-Branch Banks must be connected to the main bank, or a residence of the bank owner, by a runecraft teleporter, so that the banker can quickly get from the main bank to the branches, and back, quickly, in order to provide more prompt service to the locals.

-If a Branch Bank is established in a settlement, and then later down the line the local mayor wishes to establish a bank run by a local Citizen, they must give the existing bank ample warning, and allow them up to a week to remove their branch bank from the settlement. If the Branch Bank Owner had to purchase the plot the bank was on, the local mayor must also reimburse them in full for what they paid for the plot. (I encourage Mayors to offer the plot FREE to branch banks because they are offering you a kind service, an 8x14 plot is plenty to establish a respectable bank.) The mayor may, immediately after giving initial notice to the Branch Bank, begin building, and open, their own bank if they wish, or they may wait until the Branch Bank is gone and build on that location.

-A Mayor may choose at any time to remove a branch bank, for any reason, but, as mentioned above, they must provide ample warning so the Branch Bank Owner has time to make any last transactions and tear down the bank to salvage the materials.

-The OWNER of any Branch Bank may choose, at any time, for any reason, to close that branch. If they choose to close it themselves, they must notify the local mayor to give them proper warning so they can plan to set up their own bank, and the Branch Bank Owner is NOT entitled to any reimbursement for what they paid for the plot the bank is on(if they paid). This is to discourage a Branch Bank owner from leaving a town bankless for anything other than extreme circumstances, or until that town is ready to establish its own bank.

-Branch Banks are there for the convenience of the local mayor and the local population. Once that settlement feels it can bank on its own, and has the desire to do so, the Branch Bank Owner must respect their wishes and remove the Branch if asked to. Mayors may also opt to keep the Branch as their permanent local banking option if they so desire. (For example, a Village brings in a Branch Bank and finds that, even though they have upgraded to a Town/City, they aren’t really busy enough to warrant a Locally established Bank, so they choose to allow the Branch Bank to stay for convenience’s sake.)

-MAYORS ALWAYS HAVE FINAL SAY WITHIN THEIR TOWN’S BORDERS!!! Bank Owners and Branch Bank Owners MUST respect the desires and wishes of the local mayor.

-A Branch Bank may have a single Large Chest(double chest) that ONLY the Bank Owner has access to, in order to keep things more secure.
-Teleporters that link the branch banks to the main bank or bank owner’s residence must be out of sight, either under the bank in the basement, or in a hidden room behind the teller window. They are not for public use and so should not be publicly accessible.




Rules in regards to the DH Exchange Bank::
-The DH Exchange will ONLY trade with BANK OWNERS from OFFICIAL Town Banks. Not assigned tellers, not mayors, unless the mayor is also the bank owner of course.

-The DH Exchange will be run by STAFF and anyone else the STAFF chooses to appoint to the job.

-The DH Exchange will exchange ONLY Gold Bars for 6-7 Coins each. This provides incentive for banks to try to keep their exchange rates lower to make more profit, and will also encourage small competition between banks for attracting more customers.

-The DH Exchange will try to make sure a banker checks in at least once every 48 hours to trade with Bank Owners. Bank Owners must also understand that the DH Bankers and admins are real people, and if something comes up, they may not be on for a few days.

-The DH Exchange has final authority over Gold Value, but should strive to not alter it too much, if at all, so that banking is still worth doing.

-The DH Exchange Bankers MUST keep record of their gold exchanges and MUST hold onto all gold they take in until such time that Kainzo, or someone appointed BY Kainzo, can check the records and reimburse them for all Gold they have purchased from player Bankers.




Rules for becoming a Bank Owner::
-You must either be the mayor of your town, or have the approval of the local mayor.

-The mayor must post on their TOWNSHIP application on the DH Forums whom they appoint to be a banker/teller/branch bank in their town, so that it can be noted. Likewise, if a banker/teller/branch bank is removed by the mayor, modify their TOWNSHIP application on the DH Forums to reflect the change.

-If you are opening the Primary Bank in a town (not a branch of an existing Bank), you must be a Citizen of that town.

-Bank Owners assigned by the local mayor may be demoted at any time, for any reason. Mayors should strive to not remove a bank owner unless there is due cause, or your town, or you yourself, may lose respectability.

-Bank Owners must be responsible, if you need to take an extended break and can’t be on for two or more days, notify the Mayor of the town you are established in, as well as the Mayors of any Branch locations if you have them, so that they can get tellers in place to pick up the slack. Emergencies are understood, and you may not have time to notify them right away, just do it as soon as you can.




Rules concerning player-run Shops, in regards to Gold::
-Shops may still carry Gold in any form for sale at whatever prices they choose, but may not offer to BUY gold simply to out-maneuver the local bank. Shops must set their buying price for Gold at an equal or lesser value to the local bank. They may SELL Gold at whatever price they wish however. This is to encourage players to use the Banking system, while not leaving Shops completely goldless.

Can we please get an update for this, and also make a few modifications of allowing The Mayor, 1 SIC, and the bank owner will be aloud to bank at dhx. currently, is hell trying to figure out who can bank and who cant. Especially since some city's dont even have their banker listed in their post.

Their may also be the possibility for 3 official bank tellers. The city can have unofficial ones that bank for their city. But the 3 official ones can bank at dhx. All the bankers must be listed on their respective forum post though.

well if the town doesnt update their post with bankers, like they are supposed to, then they don't bank.lol

If you're too lazy to write 'Town Bankers: blah, blah, and derp' then you're too lazy to get your coins.

But yes, some of this needs to be revised, and since I wrote the original, I'll alter it (I still have the file) and email to kain when i have time.

When I read this, I almost leaped out of my chair, until I read the disappointing clarification by DagothAgahnim. Thanks for ruining my day, Dago! :p

alot of those kinds of rules were made due to some of the common-sense measures I had taken with the EIC bank and it's Branch Banks last map. I had teleporters to all of my banks in the basement of my Mayoral Manor in EIC.

Just makes sense for the bank owner to be able to get to their banks quickly. that's not as possible now without runecraft, but once herogates work again, it won't be so bad.
