Are township allowed to have two SICS?

I understand that a Second-in-Command gets certain perks to help them govern the town. These perks will only go to ONE person in any town. However, every town is allowed to set up their leadership however they want, so if they want to have a council, they can have a council. If they want to have a mayor and a SiC, that's fine. If they want to have a mayor and three equal "Second-in-Commands," they can do that, but only one will be granted whatever perks SiCs get.

If you look at the official template for township Apps, it only says "Mayor/SIC"
