Not getting experience points on killing people as an apprentice. Not sure if it's the same for the other classes but at least for me, not gaining any.

I'm getting 4.5xp per kill as a Juggernaut (T2 Chaos)

Did a bit of testing, looks like 2 possible issues:
1. the exp modifier is applying to both PvP and PvE kills - is this intended?
2. Initiate (tier I Order) appears not to be getting PvP exp at all.
Tested:

Tested:
- Tier II and III Chaos are getting 4.5 exp (ie 0.1 exp modifier) from PvP kills (@Jreems and @Trazil)
- Tier III Order is getting the same (@Malarb)
- Tier 1 Order is not getting any PvP exp (@Irishman81) - should be getting 9 at least.
