A couple of things:

• We only promote people who are whitelisted to mod
• You need to be lower ranked staff before they would even consider you for mod
• Your application is poor and not even in the proper format
• Your special key is not even close to be correct

If you are looking to get whitelisted I suggest you take your application a bit more seriously.
