I posted a bug about the skill once before, stating it did not recover the user from the wither affect. While fighting a Necromancer, I also came across it does not get rid of a web that necromancers summon around you.

Well web is not a debuff. It summons Webs around you which count as block. Fire is a debuff for example. That one can be removed with chakra.
