Allow the disabling of weather in Spoutcraft

Weather is poorly implemented and laggy in minecraft. It doesn't affect vision too much but if you're like me, it just completely ruins your fps. With Spoutcraft, we can disable it. But mean old @Kainzo disabled it for us.

So, can it be enabled?

It's a new feature in Spout to allow WeatherCheats for people with crap comps.

Not sure if we want that enabled tbh

Optifine has the ability to disable weather and that is legal, so why not Spout's?
