+region graveyard
-Have it so it costs x amount of zombie flesh OR x amount of bones per use (per player that respawns there)
-Add power drain of 10 per 24 hour cycle

-Remove the 5min duration and have it unlimited
-Apply a regent 5-10 redstone per use
-Apply a cool down of 15-25 minutes per use per person
-increase build cost to 1000-1500
-Add power drain of 15-25 per 24 hour cycle
Reasoning;
Well, the benefit a grave yard provides a defending town seems to be huge allowing players to 'Zerg' rush their attackers after dying. Everyone knows this isn't a nice thing to come across, especially when they respawn within their own town on their terms. Allowing the attackers a chance to remove the regents which is causing the graveyard to stay active should give the attackers another key target to hit for a successful raid. Now for the port changes, it would actually give a town a huge benefit of investing in such a costly region. As well as this, depending on regent usage. It would give a reason to actually build a redstone mine as well as another purpose to use existing redstone other than recallls.
